| Voluntary Sector Premises Pool
- Managed by Hartlepool Borough Council |
The Voluntary Sector Premises Pool (VSPP) Grant Fund aims to facilitate the improvement of properties used by community and voluntary groups that are not for profit, in the delivery of services and facilities to residents of the NDC area.
Community / voluntary groups located within the NDC area, or serving residents from the NDC area can apply for up to 100% contributions towards eligible building works. Community / voluntary groups can apply as many times in the year as they wish but the maximum annual grant is £15,000, although this can be flexible in exceptional circumstances.
A copy of the Expression of Initial Interest Form can be found below along with a copy of the VSPP Criteria. The Expression of Initial Interest Form is used to inform the VSPP Panel of the background details of the community / voluntary group, to allow the VSPP Panel to discuss the group’s eligibility and also determine the nature of the proposed works to the premises. Once the Expression of Initial Interest has been considered by the Panel, the group will be asked to fill out a full application form for further consideration should they be eligible for funding. Please note, an approval for grant money is not made at this stage.
All complete Expression of Initial Interest Forms should be returned to:
Gemma Clough
Principal Regeneration Officer
Regeneration and Planning Services
Bryan Hanson House
Hanson Square
Hartlepool
TS24 7BT
A number of general maintenance works are not eligible for funding through the VSPP Grant Fund however please add these into your Expression of Initial Interest Form and the VSPP Panel will advise as appropriate.
For security improvements to premises which do not exceed £2,500 please contact Clare Clark who can provide details on submitting an application to the Community Safety Grants Pool. Tel: (01429) 855560.
It is also important to note that Charity shops whose sole business is the trading of goods are not eligible for funding through the VSPP. Those within the Commercial Areas boundary should contact Rob Smith, Senior Regeneration Officer for more information on submitting an application to the Commercial Areas Grant Scheme. Tel: (01429) 523231.
The New Deal for Communities area covers the Belle Vue area, Longhill / Sandgate Industrial Estate, the town centre, the Murray Street area and the Oxford Road area.

| Q. What
are Community Wardens? |
| A.
Community Wardens are a uniformed patrolling force who work in partnership
with the NDC, Police, Local Authority and other agencies to promote
safety within your community.
Community Wardens are
not a second tier Police force. Responding to crime is the
responsibility of the Police and all crimes should be reported to
them.
Community Wardens compliment
the Police by providing additional patrols in your area.
Should you be unsure about
calling the Police or afraid of reprisals the Community Wardens
will contact the Police on your behalf, in complete confidence.
The Wardens work Monday to Thursday 12.00 noon until 8.00pm and Friday 12.00 noon until 7.30pm. They patrol your area
reassuring vunerable residents and dealing with minor incidents of
disorder. |

| Q. What
decisions went into defining where the NDC boundary should start and
finish? |
A. The
main reasons the boundary was chosen was because the area it enclosed:
-
- Was
an area of multiple social disadvantage, i.e. its residents had
poorer health, lower educational attainment, poorer housing etc.
compared to the rest of Hartlepool.
- Had
not received much previous regeneration funding, unlike much of
the surrounding area such as Burbank and Dyke House.
- Met
the Government's criteria of being no greater than 4000 households
and 10,000 residents.
- Represented,
as far as possible, the boundaries of natural communities.
- Included
key recreational areas/organisations such as the Burn Valley Gardens,
Mill House and HUFC and a key industrial area - The Longhill and
Sandgate industrial estates.
