Hartlepool New Deal for Communities Neighbourhood Management

   

Introduction

Community Safety Office   

In April 2005 a ‘Neighbourhood Management Project’ was established in the NDC area to manage, co-ordinate and ensure rapid responses of neighbourhood services (some of which were existing NDC funded projects), it’s primary aim being to keep the NDC area safe and clean for NDC residents. The Neighbourhood Management Project will play a key role in the NDC mainstreaming and succession strategy, particularly in the areas of community safety and environmental services, and it has created and strengthened structures that will enable NDC residents to influence the delivery of services beyond the lifetime of NDC. To assist in this process the structure provides two Neighbourhood Managers one from HBC, and one from NDC who lead a multi-disciplinary staff team co-located at an office in the heart of the NDC area.

Clare Clark
HBC Central Neighbourhood Manager

      

Clare is responsible for the co-ordination of key environmental and community safety services in the NDC area, the development and the delivery of the NDC Neighbourhood Action Plan and Neighbourhood Panel.

   
Carol Jones
Community Development Manager

   

Carol is responsible for ensuring the effective involvement of residents in all aspects of the Neighbourhood Management and the New Deal for Communities Programme. 

Carol co-ordinates and delivers support for residents associations and other voluntary and community groups operating within the NDC area.
   
Tara Davison
Community Development Officer

           

Tara works closely with the Community Development Manager in order to develop and deliver a programme of co-ordinated support to residents associations and other voluntary and community groups operating in the New Deal for Communities area.

Crime Prevention Advisor

Colin provides advice and information on home security measures.

   
Jean Shenava
Anti-Social Behaviour Officer

Jean is part of the Anti-social Behaviour team at Jutland Road.  She is part of a joint unit established by HBC and Cleveland Police to tackle ASB across Hartlepool and is based at the New Deal for Communities, Community Safety Office, 173 York Road.  

   
Julie Morfitt

Community Safety Assistant

Julie provides administrative support to the ‘Target Hardening Project’ (making people’s homes more secure).  Julie is also responsible for maintaining the Community Safety Offices Premises and I.T.

   
Debbie Innes
Administrative Assistant 

Debbie is the first point of contact in the NDC’s Community Safety Office and provides administration support to all her colleagues.

   

The Neighbourhood Panel 

 
The neighbourhood panel meets on a regular basis (currently every two months) to address issues in the community and monitor progress on the Neighbourhood Action Plan. 
 
Panel members include: -
 
  • Elected Councillors for all wards in the NDC area (Foggy, Stranton, Burn Valley and Grange)
  • Elected resident members of the NDC Partnership and Hartlepool Revival
  • Elected resident representatives of the Central Consultative Neighbourhood Forum in the NDC area
  • Representatives of the constituted Resident Associations in the NDC area
  • Relevant agency representatives (in an advisory capacity)
 

The main roles of the panel will include: -  

 
  • Approving the Neighbourhood Action plans (NAP’S) for the area
  • Monitoring progress against the NAP’S
  • Receiving reports from the Neighbourhood managers
  • Approving local priorities for action
  • Approving funding from the neighbourhood budget (potential to delegate to sub group)
  • Making representation to the NDC Partnership as appropriate

The neighbourhood action plan highlights community priorities for action in the areas of jobs and the economy, lifelong learning skills, health and care, community safety, environments and housing, culture and leisure, and strengthening communities.
