Arts Facilitator

An Arts Facilitator has been appointed to work closely with NDC residents and community groups to raise awareness of the benefit of arts and make available relevant specialist skills and knowledge of a wide range of arts to all parts of the NDC resident profile. The NDC Arts Facilitator co-ordinates activities at the Belle Vue Community, Sports and Youth centre and other venues in Hartlepool.

There are many arts based projects and activities within the NDC area, with whom the Arts Facilitator has had contact and to which he has offered support. One of these is the Artrium in Park Road, which has been open since June 2005.

The Artrium is an independent company with funding from various sources including New Deal for Communities.

With regards to the benefits of art for people with mental ill health problems, the manager of the Artrium centre said: -

“We have about 20 people in each day. We tend to find that they come in a bit down but even if they’re here for an hour, they leave with a smile. Even if they don’t do anything, they talk. Art isn’t just about painting and drawing”

Belle Vue Community Youth & Sports Centre
The NDC funded an extension to this well known Centre has added a young person’s wing – including a full sized gym, a fitness suite, advice centre, kitchen, cafe and reception area, new changing rooms, dance studio, IT suite, conference facilities and offices. The stunning Centre was formally opened by Prime Minister Tony Blair in February 2003 and is now in full swing.

Capacity Building Project

There are five elements to this project, all of which aim to build and improve skills in local residents:

Two part time Capacity Building staff to generate community use of the Stranton and Lynfield Centres.
NDC Steering Group members are connected to the NDC IT network.
An NDC residents training fund to support the development needs of groups.
The Orb Centre.

Communications Project

This project supports a broad communication strategy for the remaining lifetime of the NDC programme by funding a number of components including: newsletters, leaflets, bulletins, website, annual reports, video/CD-Roms, press and media management, advertising, sponsorship, promotional materials, promotional/events, communications training (e.g. for NDC projects) and various neighbourhood based initiatives using local shops, services, community centres and the activities of Resident Associations.

Cameron's Taxi

Community Transport

The project aims to provide a community transport service which will enable all NDC residents to have fair and equal access to the full range of activities and processes connected to a resident-led regeneration programme such as New Deal.

The transport service will enable NDC residents (groups and individuals) to easily access NDC functions, meetings, projects and associated activities. Transport will be free of charge to users and will be used for NDC purposes only.

Cameron's Taxis will be engaged to provide a variety of vehicles to service the needs of NDC Community Transport project.

Grange Road Methodist Church Resource Centre
We’re funding a Centre Co-ordinator to develop this community facility to its full potential. Already a focal point for education, training, social events, children’s clubs, advice and much more – the Centre is also invaluable in assisting the local neighbourhood’s communities to come together, work together and understand one another better.

Horizon Centre

NDC FUNDING FOR THIS PROJECT HAS NOW ENDED
This project provided a resource centre to enable north area NDC residents to access information and services in education, health, community development, crime prevention, economic advice and training as well as social leisure activities. The centre provided photocopying facilities, internet access, IT access, general and local information, meeting facilities and social inclusion opportunities for local residents.

Moneywise Community Banking Hartlepool Credit Union is a non-profit making savings and loans cooperative, owned and run by its members. It offers an easy way to save and a cheap way to borrow at a local base in your community. Membership is open to everyone who lives or works in Hartlepool, regardless of circumstance. Benefits, wages and any other direct payments can be paid into an account, standing orders can be set up from another bank account, or you can just make deposits of a few pounds whenever you have it to spare. The Moneywise Community Banking premises in Avenue Road has been sponsored by Hartlepool New Deal for Communities to promote their services in the New Deal area of the town and to act as a 'head office' for town-wide members. There are numerous collection points around the town, including all the Housing Hartlepool offices, where members can save and apply for withdrawals and loans. There are collections for Junior Savers in some schools and Moneywise also work in partnership with Sure Start to offer their services at some of Sure Start's clinics and drop-in centres across the town.

People Centre (Hartlepool) The project will aim to facilitate the improvement of the work of the Hartlepool People in the delivery of its services and facilities to residents of the NDC area. Resident Training Programme The “Resident Training Programme” is designed to provide NDC residents with a grounding in regeneration policy, practise, background and the workings of the NDC programme in Hartlepool. The goal of providing the training is to encourage residents to get more involved in any aspect of NDC delivery, e.g. through becoming a Steering Group member, or contributing to a community group, activity, event or even developing a new project. Salaam Centre

An NDC funded project, this centre meets the needs of the black and minority ethnic communities in Hartlepoool. Employing a multicultural staff team it is ideally placed to give information, advice and guidance and is managed with the support of the Hartlepool Asian Association.
The Salaam Centre is based in Murray Street, Hartlepool.

The ORB Centre
This project funds a 'Caretaker/Administrator' for the Community Resource
Centre for residents. The ORB centre is based in Caledonian Road (within
Oxford Road Baptist Church) and is open 1.30am - 4.00 pm Monday to Friday.
The Centre provides a drop-in facility for local people along with free
internet access. The centre also runs various health, fitness and craft
group in association with North Tees & Hartlepool PCT and Adult Education
dept of Hartlepool Borough Council.

Voluntary Sector Premises Pool
The Voluntary Sector Premises Pool (VSPP) Grant Fund aims to facilitate the improvement of properties used by community and voluntary groups that are not for profit, in the delivery of services and facilities to residents of the NDC area.

Community / voluntary groups located within the NDC area, or serving residents from the NDC area can apply for up to 100% contributions towards eligible building works. Community / voluntary groups can apply as many times in the year as they wish but the maximum annual grant is £15,000, although this can be flexible in exceptional circumstances.

A copy of the Expression of Initial Interest Form can be found below along with a copy of the VSPP Criteria. The Expression of Initial Interest Form is used to inform the VSPP Panel of the background details of the community / voluntary group, to allow the VSPP Panel to discuss the group’s eligibility and also determine the nature of the proposed works to the premises. Once the Expression of Initial Interest has been considered by the Panel, the group will be asked to fill out a full application form for further consideration should they be eligible for funding. Please note, an approval for grant money is not made at this stage.

A number of general maintenance works are not eligible for funding through the VSPP Grant Fund however please add these into your Expression of Initial Interest Form and the VSPP Panel will advise as appropriate.

It is also important to note that Charity shops whose sole business is the trading of goods are not eligible for funding through the VSPP. Lynnfield Play Area

This project has developed the Lynnfield school playing field for greater play and recreational use by pupils during school hours and by local children, young people and residents outside of school hours by:

Creating a landscaped play and recreation area on a strip of the school playing field adjacent to Sheriff
Adding new entrances to this area from Sheriff street
Installing CCTV security camera to oversee the area
Improving the school’s existing Multi Use Games Area surface by adding fencing, goals and lighting
Planting trees and installing benches around the school field
Employing play rangers to provide informal supervision of the school playing field
