The NDC Partnership’s strategy has always been to reach a community led and owned “master plan” for the area to make it a safe, healthy, clean and attractive living environment where people want to stay. It was clear that a significant intervention to stabilise the housing market was needed. NDC said it would seek to ensure that should any housing clearance take place, residents would be treated well and adequately compensated, and given the opportunity to stay in the NDC area with a range of incentives.

Hartlepool NDC carried out a major exercise in participation with most residents of the area, leading to the publication of the Community Housing Plan in May 2003. The new company under community leadership, Hartlepool Revival, helps the Partnership put the plan into action. There is more about the Plan and the Company on the next pages, in the leaflet to residents which was sent out, and in newsletters from Hartlepool Revival.

To residents, the tackling of the problems associated with the many unwanted houses took far to long. In order to make things better while the wait went on projects such as the Environmental Task Force have contributed to the strategy of improving the area.

Area Remodelling
This project is to re-shape the area as determined by the Community Housing Plan and establish the Housing Regeneration Company. Funding for area remodelling now comes from the Government via Tees Valley Living and Hartlepool Borough Council.

Burn Valley Gardens Rejuvenation Project
THIS PROJECT HAS NOW ENDED.

Burn Valley Gardens is the only significant “park” in the NDC area. Recently residents and users have enthusiastically got together on the task of attracting enough funding to make a major difference to the park. This project  carried out physical improvements to the park and improved the facilities.

Community Housing Plan
The Community Housing Plan is the residents and NDC’s way of tackling the housing market failure that parts of the area have suffered. Hundreds of households have been prepared to make the great sacrifice of their own home, in the interests of the community good, and trusting that NDC will indeed “treat residents well”.

The Plan is summarised in a separate document and the full plan can be consulted at the Library or in the offices of Hartlepool Revival, the community-owned Company set up to put the Plan into action. The Hartlepool Revival staff are involved in discussing individual households needs and wishes, and they have already met with over most of the 500 households affected, either directly or in the offices of NDC/Hartlepool Revival.

The plan has been amended, since 2003, in several areas as new ideas have received residents and others support.

Environmental Task Force
Two dedicated teams of operatives have been added to the workforce to ensure a rapid response to environmental issues in the NDC area. The main aims of the project are to improve street cleaning, open spaces and landscaped areas, help manage empty properties, and link with residents, wardens and other agencies working in the NDC area.

Recently the team has developed a number of new areas of work, including working with residents to keep back lanes clean, working with the Council’s enforcement team, and on alley-gate management. The team has also developed better links with council initiatives such as “Pride In Hartlepool” and “Reclaim Your Back Lane” working on dog-related issues and tackling graffiti. The work of the team has been well received by local residents and has improved the immediate environment.

 

Hartlepool Landlord Registration Scheme

THIS PROJECT HAS NOW ENDED.

The project aims to improve private rented housing conditions and standards, through a voluntary landlord registration scheme, and to provide practical support to landlords and tenants.

Hartlepool Revival Housing Regeneration Company
Hartlepool Revival is now set up and running as the Housing Regeneration Company. The Company's main activity is to implement the Community Housing Plan. The Plan will involve a programme of options, decided by residents but endorsed by partners and funders, to tackle the failing housing markets over NDC lifetime and beyond, as appropriate. The Housing Regeneration Company is based at The Arches, 79 Park Road, Hartlepool, TS24 7PW.

Neighbourhood Management

In order to give residents a greater say in services, a Neighbourhood Panel has been established.  The Neighbourhood Manager for the Council in the Central area, including the NDC area is Clare Clark.  Anyone interested in the Neighbourhood Panel should contact Clare on 01429 855560, e-mail: cclark@ndc-hartlepool.org.uk  or visit 173 York Road, Hartlepool.

Tenancy Support Project

NDC FUNDING FOR THIS PROJECT HAS NOW ENDED
Many problems in the NDC area have come to be associated with Private Rented housing. NDC has supported work by the Citizens Advice Bureau and the Council to give advice to nearly 1000 tenants on tenancy related matters and to help around 200 landlords who wish to improve the service they give to tenants, the way they control tenant behaviour, and how they look after their empty properties. A landlord register is being established, and the Council has been given some extra Government funding to help tackle this problem. We hope to see Government legislation introduced in the near future to help us improve the private rented sector.
